W10. Political Globalization / Kim Byung Chan

 Political globalization emphasizes the diversity characteristic of globalization, which is regarded as relational dynamics. This can be understood as the tensions between the three processes that interact to produce the complex realms of the world - geopolitics, world normative culture, and multi-centric networks. I think there is one big stream in the world. In particular, China, the United States, and the EU are central points. The EU is an organization that like a gigantic nation, which is also a representative example of political globalization. This country and EU are also a prestige of creating a normative culture. This massive group and the United States that representatives of democracy has created a stream of democracy. One of the most common streams of political globalization is the spread of global democracy based on the parliamentary system. Since the collapse of the Soviet Union since 1991 and the end of the European Communist regime, democracy has become a universally accepted form of government. In this article, according to this political globalization, China, a socialist state, also has a great demand for democratic movements, but I disagree with this idea. The official position of the Chinese government is a socialist state led by the Communist Party politically, but a market socialism that expresses only capitalism economically. China has put a formula called "New World" in Deng Xiaoping's "Chinese characteristic socialism". This is expected to further solidify the one-man rule system by differentiating itself from past leaders in the second term(2018 ~ 2022). In other words, even though all the Chinese show democratic movements, their governments do not seem to be in the same direction as democracy.
 
 European countries have created transnational institution to protect themselves from the many problems faced by their citizens. This institution for solving the problem has not only been done at the transnational level through the cooperation of the nations, but has also confirmed that the nations are depend on that and the nations maybe cannot operate independently. However, recent trends in European countries, We cannot say that. Many countries in Europe are moving to move away from the EU, which is a representative of supranational institutions, especially United Kingdom and France that powerful nation.For the simple reason that the enlargement of the EU could improve national security, which would threaten if several new countries joined in central and eastern Europe, many countries abandoned their sovereignty by joining European multi-national order. Countries that abandoned their sovereignty were able to gain a lot of security, but on the contrary, they had a duty to bear, especially financial duties, and they began to think negatively about it. The United Kingdom and France showed their will in a referendum, and United States President Donald Trump also began discussing renegotiation on the FTA that The United States had suffered. Recently, the United States has withdrawn from the Trans-Pacific partnership(TPP) that a multinational FTA, showing that it will no longer suffer economic damage. Political globalization has already progressed considerably. However, as the damage caused by each country becomes visible, political globalization slows down and global globalization itself seems to be stagnating.
 
 Global civil society promises to address the contradictory tendencies that have become central to the experience of globalization. The first contradiction is the relationship between homogeneity of globalization and emphasis and respect for difference. The second is a contradiction within the individual power of globalization, while building a new type of autonomy represented by a new global community, network politics, and collective identity. With political globalization, one big stream of the world feels like the world is emphasizing a single figure. Political as well as culturally and personally, westernization looks good and we strive to follow this. This threatens existing political and collective identities each countries. The identities of each countries are created by their own history and culture, but one big stream of world is directed in the same direction regardless of their’s. Problems arising from this contradiction continue to create conflicts with civil society. In the context of globalization, I think Identities has a strong appeal, differentiation and competitiveness, and it can contribute to the development of the nations.

 The globalization and political members of the national state and the institutionalized governance model formed a desire for democracy. And the world normative culture accomplished this desire. This can be one-way, but creating a new awareness opportunity through multiple networks. But it is not necessarily for peace, freedom, democracy. Therefore, a new tension was formed. In this context, I think that keeping the identity, peace, freedom and democracy, and enabling the nation to develop is an important key to relieve tension.
